Roles & Responsibilities
Roles in this level have prime responsibility for carrying out the execution of various on-going maintenance activities by following sound engineering principles and practices. The primary accountability is daily maintenance and upkeep of plant under responsibility and execution of maintenance jobs as per the plan.
The role holder will take a leading role in execution of corrective, preventive, and predictive actions. The role holder is also responsible for the safety & quality of maintenance work carried out in their area. The role holder has a very significant role in carrying out proper execution of maintenance activities and keep the unforeseen shutdowns in plant to a minimum duration and effectively execute all the jobs in the shortest possible time. The role holder ensures identification of obsolescence and ensuring that the plant is technically up to date.
The role holder also focuses on management of change and projects related activities in their area and act as a link to the project team. The role holder administers and follow-up Management systems and participate in improvement projects and RCA studies. The role holder must ensure that all activities are carried out in compliance with QAFCO’s Occupational Health, Quality, Safety, Energy and Environment procedures.
KEY ACCOUNTABILITIES
· Execute and monitor daily maintenance activities within the area of work of field Mechanical to ensure that these are carried out with sound engineering principles and practices.
· Keep the unforeseen shutdowns in plant to a minimum duration and effectively execute all the jobs in the shortest possible time.
· Execute the corrective actions based on the recommendation given by Asset integrity section, Operation excellent section (Reliability group), production or Head of section as per action register.
· Study frequent failures to recommend remedial actions.
· Ensure Obsolescence identification and necessary remedial actions.
· Resolution of bad actors in consultation with Original Equipment Manufacturer (OEM).
· Supervise teams of supervisors assigned to various disciplines/ areas of work, carrying out maintenance activities to ensure continuous optimum operating condition of plant, equipment, and systems and that all work meets quality assurance standards.
· Coordinate, Execute and Implement plans for periodic, preventive, and corrective maintenance activities that ensure continuing and optimum production, reliability, and preservation of asset value with using appropriate resources to achieve cost-effectiveness.
· Communicate and Co-ordinate with Turnaround section and Production teams for finalizing the scope of work. Also provide technical inputs to Turnaround team for preparation of work packs and assist on field job execution as and when requested.
· Provide superiors with work status reports/ feedback to enable effective monitoring of overall progress against agreed plans.
· Monitor and ensure the up-to-date high quality of accurate maintenance records of the entire group activities to assess progress and ensure historical records so that it can be useful for future failure analysis studies.
· Analysis the nature of problems and occurrence of problem, determination of root-causes and formulation of effective remedial actions which are escalated by Supervisors or production teams.
· Provide input for the development of plans, budgets and capital spares) to ensure adequate provision has been made for anticipated activities.
· Provide feedback of the expenses against approved budget levels for their group to superior to ensure effective cost control.
· Communicate and Co-ordinate between Planning Engineers, Supervisors, and end-users to ensure spares and materials are made available to schedule the activities, provide feedback to maintain the cost-effectiveness replenishment levels, update the item master as and when required (in the ERP) including specifications, bill of material and new item codes.
· Co-ordinate with Supply Chain department and Contractors for procurement/refurbishment of capital spares to ensure the availability & maintain the records for critical capital spares as and when required.
· Review and ensure that work permits and toolbox meetings in compliance with safety procedures and correct activities are undertaken. Also, use the Job Safety Analysis as per the procedures for critical jobs.
· Ensure execution of TA WO for plant improvements through management of change system.
· Actively participate in all project modification proposals related to his area of operation and provide necessary feedback.
· Participate in the studies, investigation, and improvement projects related to improvement of QAFCO’s plants, products, systems, and equipment.
· Motivate, develop, and appraise performance of employees under area of responsibility in order to achieve improved performance and individual contribution.
· Participate in the development of Qatari nationals and follow up on their on-the-job development programs.
· Ensure availability of qualified and competent human resources by development and training actions.
· To participate in the call duty to provide a full standby service outside working hours to support Plant operations.
· Establish service contracts as per job requirement.
Desired Candidate Profile
· Bachelor’s degree in mechanical engineering.
· 8 years direct and relevant experience, including 5 years in HRSG maintenance within the Fertilizer, Petrochemicals or Oil & Gas Industry.
· Know how to identify and select appropriate codes of practice, standards and government regulations and put them into practice to ensure work is performed in a safe, correct and efficient manner.
· Know various types, the operations and selection criteria of gearboxes, pumps, heat exchangers, storage tanks, valves, lubricants, pressure relieving devices, vessels, exchangers and drums.
· Understand energy efficiency considerations relating to static and rotating equipment.
· Experience of developing and implementing maintenance programs by including preventive (PM) and predictive (PdM) maintenance for the facility equipment to keep smooth operation and protect from hazards.
· Know how to interpret engineering drawings, specifications and documentation; extract information; sketch process, logic sequence or electrical circuit of an engineering asset; select relevant procedures and vendor manuals.
· Know reliability-centered maintenance practices and processes used to determine the maintenance requirements of equipment using various inspection methodologies and techniques to enhance performance.
· Know the principles of computerized maintenance management systems (ERP), issuance of work orders and reports, failure analysis, material ordering and monitoring.
Understand the purpose of pressure vessels and their function; identify the purpose and types of pressure vessel components; utilize correct inspection and condition monitoring procedures and methods and protect personnel and environment from any potential hazards.
