Reports to Deputy General ManagerJob PurposeTo ensure implementation, monitoring, and compliance of Health, Safety, and Environmental (HSE) standards in manufacturing facilities, yard operations, and project sites, in accordance with Saudi regulations, Saudi Aramco standards and industry best practices.2. Key ResponsibilitiesA. Regulatory & ComplianceEnsure compliance with: Saudi Aramco HSE standards and GI requirements, KSA laws, Civil defence regulations, ISO standards.Maintain valid HSE permits, licenses and certifications.Coordinate with auditors, clients and authorities during inspections.B. Site & Yard Safety ManagementConduct regular safety inspections of:Manufacturing facilityMaterial storage yardsFabrication and welding areasPainting and blasting zonesProject erection and dismantling sitesEnsure safe stacking, handling and storage of all materials.Monitor housekeeping and safe access/egress in work areas.C. Scaffolding Safety ComplianceEnsure scaffolding erection, tagging, modification, and dismantling comply with Saudi Aramco GI and CSM.Verify scaffold tagging systems and inspection records.Ensure scaffolding components meet quality and safety specifications.Monitor use of approved scaffolding materials only.D. Risk Assessment & Hazard ControlConduct Job Safety Analysis (JSA) and Risk Assessments for:Working at heightLifting operationsWelding, grinding, and fabricationPainting and blasting operationsTransportation and material handlingDevelop mitigation measures and safe work procedures.E. Training & Competency DevelopmentConduct HSE induction for employees, subcontractors, and visitors.Deliver toolbox talks and safety awareness programs.Ensure Scaffolding Erectors, WPRs, Inspectors and Supervisors are trained and certified.Maintain training records and competency matrix.F. Incident Investigation & ReportingInvestigate accidents, near misses and unsafe acts/conditions.Prepare incident investigation reports with root cause analysis.Implement corrective and preventive actions.Maintain incident statistics and HSE performance reports.G. Emergency PreparednessDevelop and implement emergency response plans.Conduct emergency drills including:Fire and evacuationWorking at height rescueMedical emergenciesEnsure availability and maintenance of firefighting and first aid equipment.H. Environmental ManagementMonitor waste management and disposal practices.Ensure compliance with environmental regulations.Monitor dust, noise, and emissions control in fabrication and blasting operations.Promote environmental awareness among employees.I. Documentation & ReportingMaintain HSE documentation including:Risk assessmentsInspection reportsTraining recordsIncident reportsSafety statistics and KPIsSubmit weekly and monthly HSE reports to management and clients.3. AuthorityStop unsafe work or activities posing immediate risk.Recommend disciplinary action for safety violations.Enforce compliance with company HSE policies and procedures.

Job PurposeTo ensure that all Scaffolding & Formwork materials and manufactured components comply with company specifications, international standards, Saudi regulations and client requirements (including Saudi Aramco), through effective inspection, testing, and quality control procedures.2. Key Responsibilities2.1 Quality System ImplementationImplement and maintain Quality Management System (QMS) in accordance with:ISO 9001 requirementsSaudi Aramco GI and CSMCompany quality procedures and work instructionsEnsure compliance with approved Inspection and Test Plans (ITP).Participate in internal and external quality audits.2.2 Incoming Material InspectionInspect incoming materials including:Scaffolding tubesCouplers and fittingsScaffold boards and accessoriesFormwork itemsAll other related itemsVerify material test certificates (MTCs) and compliance with specifications.Ensure traceability of materials.2.3 In-Process Manufacturing InspectionMonitor fabrication activities including:Cutting and formingWelding and assemblySurface preparation and blastingPainting & Powder Coating processesVerify compliance with approved fabrication drawings and specifications.Ensure welding procedures and welder qualifications meet applicable standards.Conduct dimensional checks and visual inspections.2.4 Final Product InspectionPerform final inspection of components including:Tube and coupler systemsCuplock & Ring Lock SystemsScaffold accessories and safety componentsFrame scaffoldsFormwork ComponentsEnsure products meet load capacity and structural requirements.Verify marking, tagging and identification requirements.2.5 Testing & VerificationCoordinate or conduct required testing including:Load testing of scaffold componentsCoating thickness testingSurface finish inspectionDimensional verificationNDT (if applicable)2.6 Documentation & RecordsMaintain quality records including:Inspection reportsTest reportsMaterial traceability logsNon-Conformance Reports (NCRs)Corrective and Preventive Action Reports (CAPA)Prepare quality dossiers and manufacturing data books for clients.2.7 Non-Conformance ControlIdentify defective materials and products.Raise NCRs and coordinate corrective actions.Monitor implementation of corrective and preventive actions.Ensure segregation and proper disposition of rejected materials.2.8 Vendor & Supplier Quality ControlEvaluate supplier quality performance.Participate in supplier inspections and audits.Ensure purchased materials meet technical specifications.2.9 Client & Third-Party Inspection CoordinationCoordinate inspections with:ClientsThird-party inspection agenciesSaudi Aramco representatives (as applicable)Ensure readiness for client inspections and approvals.2.10 Continuous ImprovementParticipate in quality improvement initiatives.Analyze quality trends and recommend process improvements.Support Lean manufacturing and defect reduction programs.3. AuthorityThe Quality Control Engineer is authorized to:Reject non-conforming materials or products.Stop production activities if quality standards are not met.Recommend corrective actions to manufacturing and procurement teams.
