· Responsible to the Commissioning Manager for interacting with Rev1, Company and Contractor Construction teams to ensure that all systems are mechanically complete and commissioned prior to handover to Client Operations.· Has lead responsibility for planning, preparation, verification, and documentation of TCPs, check sheets, punch lists, as-builts, etc.· Responsible for monitoring and achieving the handover of a mechanically complete facility from Construction to Commissioning to Start-Up, to Client Operations· Identifies & communicates priority systems to drive commissioning activities. Liaises between Construction and to maintain system prioritization.· Coordinates development of final static/dynamic commissioning check sheets and ensures that they are correctly tied and linked to database tags.· Provides key interface with Commissioning Engineers to ensure that commissioning check sheets are accurately completed and are submitted in a timely manner to the turnover/handover support to meet handover dates – expedites when required; monitors system status.· Interfaces with Engineering to ensure engineering data is updated in accordance with revision updates of key documents.· Monitors development, population and maintenance of the DB database and ensures that it is up to date and includes current/correct data from Engineering and that tags are correctly tied/linked to each system (through boundary drawings).· In conjunction with DB administrator (if required), manages all completion database updates/changes via the change control procedure.· Reviews system boundary drawings against MC status and advises changes to affect early handover.· Coordinates review and approval of procedures for MC dossiers and turnover activities.· Coordinates with EPC Contractor to ensure efficient and safe execution of MC and turnover.· Works with EPC Contractor to achieve MC of any additional parts of the facility, systems, sub-systems and temporary facilities that may be required for commissioning and start-up.· Interfaces with Planning and Construction to assist in meeting scheduled MC dates.· Ensures that Construction is working on prioritized area completion so that transition from area to system MC meets agreed project schedule/handover dates.· Reports MC and commissioning progress to the Commissioning Engineer. Sets up, manages and reports metrics (i.e. MC and commissioning check sheet progress, plan vs. actual system handovers, outstanding punch list items, etc.).· Assists EPC contractor with arrangement of MC walk downs/punch list development and ensures the Contractor rectifies “A" punch list items in a timely/orderly fashion to meet scheduled turnover dates. Ensures final approved system punch lists are input into the DB.· Ensures commissioning completion certificates are prepared, signed by appropriate supervisors/managers and distributed as stipulated in project coordination procedures.· Coordinates preparation of TCP dossier format and helps set up all dossiers.· Verifies all sign-offs of TCP dossiers and coordinates handover to Client Operations/ Start-Up team.
