We are currently looking for a Senior Proposals Engineer to be based in Abu Dhabi, UAE.Main Purpose of Role:Responsible for effective management of Concept, Study, FEED, Detailed Engineering and PMC Proposals.Drives commercial success to achieve revenue targets in line with Penspen’s Middle East & Africa region objectives.Implements the Region Proposal Management process by driving proposal excellence and compliance with company policies and client requirements.Knowledge / Experience (Skills):Strong experience in managing Concept, Studies and FEED Proposals. Experience in Detailed Engineering and PMC Proposals will be an added advantage.Technical bid writing experience, particularly for concept and feasibility studies.Fluency in spoken and written English is mandatory. Fluency in French will be an added advantage.Strong technical/engineering background gained through participation in the preparation of number of concept and feasibility studies and FEED projects for the oil and gas industry for clients in the Middle East, Africa or Europe is mandatoryFully acquainted with Microsoft Office Suite; experience in CRM will be an extra advantage.Self-motivated with the ability to work independently and as part of a team.Strong relationship and networking skills.Client focused and goal oriented.Strong judgment and analytical skillsResilient with the ability to handle difficult and challenging situations.Organised with strong interpersonal and time management skills.Tenacious, assertive and able to professionally challenge and influence decisions.Professional and confident approach to working relationships.Ability to work to tight deadlines.High attention to detail.Africa region experience will be an added advantage.

Roles:Project management in the East Region; ensuring project revenues and costs are accurately recorded and in line with International Financial Reporting Standards and in accordance with the contractEnsuring all project information, processes & controls are in line with Group Standard Operating PoliciesEnsuring new projects are set up correctly in the systemsChasing invoice issuance and debt collectionResponsibilities:Working with project managers and project controls team to ensure accurate reporting of project performance across the UAE and KSA.Involved in the project set-up on handover from proposals team to ensure reporting structure is agreed, in line with contract terms, company policies and accounting standards.  This requires setting up the work order structure in line with task delivery and milestonesEnsure project accounting is in adherence with company policies, accounting standards and regulatory requirements (eg. revenue recognition, staff allocations, overhead rates, loss provisions, accrued and deferred revenue)Analysis of project results against budgets/forecasts/benchmark providing feedback to managementIdentifying all material issues relating to revenue recognition of long-term contracts in accordance with IFRS 15Ensuring all costs are recognized and accrued in line with group policiesMonitor credit status of clients and ensuring bad debts are recognizedCo-ordinate with project controls to ensure timely and accurate client invoicingChecking projects are closed out in line with company policy (eg accruals released, bank guarantees returned, final reports issued, collections finalized)Forecast and planningAdvice to Bid and Project management team on accounting for Projects.

Responsibilities :Identifying scope and schedule changes in accordance with Change Control Process.Delivering written work including Equipment Specifications and Design Assessment Reports. Maintaining the required technical quality of work.Ensuring that design complies with the relevant procedures and regulations.Review of Contract Scope of Work, Design Basis, BEDD, Project Specifications, Equipment & Package Data Sheet, Control Room & other Rooms/Shelters Layout & Architectural Drawings, Duct Piping & Instrumentation Diagrams (P&IDs & D&IDs), Plot plans, GA Drawings, Fire & Gas Detection layouts, Philosophies, HSE requirements and other relevant documents.Review proposal engineering document and assist Lead Engineer in identifying discrepancies and divergences from original proposal and raising technical queries to projects/client.Assist Lead Engineer in FEED verification & Design Review activities.Identifying engineering deliverables, scheduling activities, and preparation of Technical Document Register (TDR) for the Project.Prepare HVAC Data Sheets & Schematics including equipment sizing, heat load calculations, ventilation calculations, pressurizations calculations etc.Prepare technical specifications for equipment & package including design conditions, utility requirements, metallurgy specifications, environmental regulations, and equipment interfaces with the plant facility.Develop HVAC control system operational philosophy and provide I/O point inputs to Vendor for design of HVAC control system. Ensure F&G System & HVAC Control System Interfaces with Instrumentation.Ensure interfacing & integration of equipment/package with the plant & facilities by issuance of engineering documents for Inter-Discipline Checks (IDC’s), and managing technical interfaces amongst various disciplines by capturing changes as work progresses.Review of engineering documents from other disciplines through Inter-Discipline Checks (IDC’s) and provide inputs & comments relevant to HVAC Units and interfacing.Prepare RFQ (Inquiry Requisitions) of Equipment, perform bid evaluations activity, and prepare Technical Bid Evaluation Report (TBE) for review and approvals.Prepare Purchase Requisition (Technical), finalize Supplier Document requirement, and participate in KOM with Suppliers.Review test procedures and attend shop performance tests of equipment & packages at supplier works. Review shop test reports and advise acceptance or recommendations on test reports.
