Our client is a global leader in delivering essential services across sectors, including emergency services, transport, healthcare, and defense. As we continue expanding our footprint in the Middle East, we’re looking for an experienced Emergency Services Business Development Manager to lead our growth efforts in the region, with a particular focus on the Kingdom of Saudi Arabia (KSA).

The Emergency Services Business Development Manager will spearhead new business opportunities in KSA, delivering innovative solutions that align with the region’s strategic priorities, including Vision 2030. The role requires building trusted partnerships, offering tailored solutions, and driving organic growth.

Based in UAE or KSA, the candidate must spend a minimum of three weeks per month in KSA.

Strategic Business Development

  • Lead and deliver against a GBP19m new business ACV target for 2025.
  • Identify, develop, and close new business opportunities within the emergency services sector.
  • Build and maintain strong relationships with government agencies, private stakeholders, and international organizations.
  • Conduct market analysis to identify trends and customer needs.

Solutions Development

  • Design and deliver customized solutions for fire services, medical emergencies, disaster management, and other emergency operations.
  • Ensure alignment with client operational goals and regulatory standards in KSA.
  • Leverage modern technologies to enhance emergency response capabilities.

Stakeholder Engagement

  • Represent Serco at industry conferences and networking events across KSA and the GCC.
  • Advocate for Serco at a senior level, internally and externally.
  • Prepare and present proposals and value propositions to prospective clients.

Project Oversight

  • Ensure projects meet timelines, budgets, and quality standards.
  • Collaborate with cross-functional teams to ensure seamless delivery.

Reporting and Compliance

  • Maintain detailed records of business development activities.
  • Ensure compliance with local laws, regulations, and cultural considerations.
